disCOARSE intends to maintain a wiki-editable archive of essays and white papers which propose solutions to issues facing Santa Fe, Northern New Mexico or any of the artistic, entrepreneurial or cultural and community pursuits with which the site is concerned. Once such a proposal is posted, all disCOARSE users are invited to hone and alter the proposal, open source-style, not only for the purpose of sharpening the logic and addressing all concerns, but to ensure that such white papers are, ultimatly, the will of a broad community rather than an individual or a special interest group. Each year, the finished white papers will be collected and distributed to the agencies, neighborhoods, businesses, government bodies, etc, which possess the ability to act on the recommendations.
